MONCKS CORNER, S.C. – A Moncks Corner woman has been arrested and charged in connection with a fatal hit-and-run crash that occurred late Saturday night on U.S. Highway 52, according to the Moncks Corner Police Department.

Around 11:43 p.m. on April 12, officers with the Moncks Corner Police Department responded to a crash near 1350 U.S. Hwy 52. Investigators say the driver of a black Mazda CX-5 veered off the roadway, striking a parked vehicle and two individuals who were assisting a third person out of the car. The driver fled the scene without offering aid.

Police said one of the victims, 51-year-old Tonya Frazier, suffered life-threatening injuries and later died at the hospital. A second victim sustained non-life-threatening injuries and was treated and released. The third individual involved was not hurt but was emotionally shaken by the crash.

Officers closed the roadway for several hours while Moncks Corner detectives, along with the Berkeley County Sheriff’s Office and crime scene technicians, investigated the scene.

The following day, Dominique Stanley, 38, of Moncks Corner, contacted authorities through her attorney and turned herself in. Officers later found the black Mazda CX-5 with significant front-end damage parked outside her residence.

Stanley was arrested and charged with:

  • Hit-and-run resulting in death
  • Hit-and-run resulting in injury
  • Hit-and-run involving damage to an attended vehicle

She currently remains behind bars at the Berkeley County Detention Center. Court records show that a judge has set bond at $75,000 for the hit-and-run resulting in death charge and $5,000 each for the other two charges.

“We send our deepest sympathies to the victim’s family. While nothing can undo this tragedy, we hope the arrest brings some measure of closure,” said Moncks Corner Police Chief Lee Mixon. “Our officers worked tirelessly on this case, and we thank the Berkeley County Sheriff’s Office and our media partners for their help.”

This incident marks the second fatal collision investigated by the Moncks Corner Police Department in 2025, Mixon said. The investigation remains ongoing.

Anyone with additional information regarding this case is urged to contact Detective Mark Clark at 843-719-7930 or m.clark@monckscornersc.gov.
