MONCKS CORNER, S.C. — Berkeley County officials are inviting residents to learn more about proposed traffic improvements along Black Tom Road Extension during a public information meeting later this month.

The county will host a drop-in meeting Thursday, March 26, from 5 p.m. to 7 p.m. at Whitesville Elementary School, located at 324 Gaillard Road in Moncks Corner. Residents can stop by anytime during the two-hour window to review plans and speak with project representatives.

The proposed improvements focus on two intersections along Black Tom Road Extension:

  • Black Tom Road at Black Tom Road Extension
  • Cooper Store Road at Black Tom Road Extension

County officials say both intersections would be converted into single-lane roundabouts as part of the project.

Goal: Improve safety and traffic flow

According to Berkeley County, the intersections are currently skewed, which can create challenging turning movements and increase the risk of crashes.

The proposed roundabouts are designed to:

  • Reduce the number of conflict points where vehicles cross paths
  • Slow vehicle speeds
  • Improve traffic flow
  • Decrease the frequency and severity of crashes

Single-lane roundabouts have become an increasingly common traffic safety solution because they keep vehicles moving while reducing the likelihood of high-speed collisions.

Construction timeline

If approved, construction on the projects is expected to begin in Winter 2027 and last approximately 18 months, according to county officials.

How residents can participate

Residents who want to learn more or provide feedback are encouraged to attend the meeting. Project displays and information will be available for review, and county staff will be present to answer questions.

Those who cannot attend in person can still view meeting materials and submit comments online at hub.improveblacktomrd.com.

County officials say community input will help shape the project as it moves forward through the planning process.
