
GOOSE CREEK, S.C. — A North Charleston man has been arrested in connection with the deadly hit-and-run that claimed the life of a City of Goose Creek employee in April, according to the South Carolina Highway Patrol.
Terrell Darrel Crawford, 37, was taken into custody and booked into the Dorchester County Detention Center. He is facing a charge of hit-and-run involving death and is awaiting a bond hearing, Highway Patrol Cpl. Nick Pye confirmed.
The victim, 46-year-old Kelly Farmer of Ladson, was struck and killed on the evening of April 13 while walking along Dorchester Road near Tabby Lane. Authorities say he was hit around 6:58 p.m. and was pronounced dead at the scene by Dorchester County Coroner Paul Brouthers at 7:48 p.m. An autopsy was performed at the Medical University of South Carolina.

The South Carolina Highway Patrol’s Multi-Disciplinary Accident Investigation Team and the Dorchester County Coroner’s Office continue to investigate the circumstances surrounding the collision.

Farmer was a highly regarded member of Goose Creek’s Department of Public Works. City officials said he began his career in the Maintenance Division and later moved to the Water Division, where he served as a Distribution Operator.
“He never walked away from a challenge or the chance to learn something new,” said Chuck Denson, Director of Public Works. “He was extraordinary, and a sponge for knowledge. We are going to miss him deeply.”

In addition to his contributions at work, Farmer was a talented musician and bass player for the local band Bullets Benign. Outside of music, he enjoyed camping, hiking, biking, and jogging—often finding peace in the outdoors, according to colleagues.
In a public statement posted the day after the incident, the City of Goose Creek said, “We are heartbroken over the tragic loss of Kelly Farmer… As we mourn the loss of this gifted and respected colleague, his family and friends remain in our prayers.”
