BERKELEY COUNTY, S.C. – Berkeley County is asking residents to help shape the future of affordable housing and community development as it prepares a new five-year strategic plan tied to federal funding.
County officials are developing the 2026โ2030 Consolidation Plan, a federally required document that guides how Berkeley County will identify and address housing, infrastructure and community needs using Community Development Block Grant funding. As part of that process, residents are encouraged to complete a public survey at this link to share their priorities and concerns.
The Consolidated Plan serves as a roadmap for how the county will allocate resources through its Community Development Block Grant program over the next five years. The plan includes an analysis of local housing and community development needs, as well as a list of funding priorities aimed at benefiting low- and moderate-income residents.
Berkeley County officials said they expect to receive funding from the U.S. Department of Housing and Urban Development to support projects identified through the plan. To qualify for funding, proposed activities must meet at least one of three national objectives: benefiting low- to moderate-income households, preventing or eliminating slums or blight, or addressing an urgent threat to public health or safety.
The public survey, which takes approximately 10 to 15 minutes to complete, is divided into two sections. The first collects basic demographic information, while the second focuses on community needs. County officials say all responses are completely anonymous.

Residents are asked to rank a range of priorities on a scale of one to six, with one representing the highest need. Areas included in the survey range from affordable housing and the demolition of dilapidated structures to public facilities such as parks, senior centers, fire stations and community centers. Other categories include public services like homelessness assistance, health and legal services, anti-crime programs and support for vulnerable populations.

The survey also asks respondents to weigh in on economic development needs, including small business support, job creation, workforce training and faรงade improvements, as well as various affordable housing options such as senior housing, down payment assistance, rental housing and housing for people with disabilities.
County officials say public input will play a key role in shaping funding priorities and ensuring that future investments align with the communityโs most pressing needs.
